The Joburg Property Company (JPC) welcomes the decision by the City of Johannesburg Metropolitan Municipal Council to approve the commencement of a public participation process for the proposed extension of the lease agreement in respect of Erf 1307 Yeoville, commonly known as the Yeoville Police Station site.

The proposed lease extension is for a period of 50 years and forms part of the City’s broader commitment to strengthening infrastructure-led development, improving service delivery and advancing sustainable urban regeneration in Johannesburg.

A private sector developer has committed approximately R60 million in additional investment to support the continued development and upgrading of the Yeoville Police Station on behalf of the South African Police Service (SAPS). This investment builds on the significant capital already deployed in the project and is aimed at enhancing operational efficiency, modernising facilities and improving public safety in the area.

The proposed expansion and continued development of the site is expected to stimulate local economic activity and create approximately 167 temporary and 13 permanent jobs, contributing meaningfully to employment creation and skills development in the region.

The Yeoville Police Station site has been under development through a long-term lease arrangement initiated following Council approval in 2006, which supported the consolidation and alienation of the property for the establishment of a police station.

A 20-year lease agreement was concluded in 2008 with subsequent amendments and a cession of rights in 2012. In 2023, Council approved a further extension following a public participation process, resulting in the current lease being valid until 2035.

Since inception, the project has resulted in substantial infrastructure investment, improved service delivery facilities for SAPS and increased utilisation of a strategically located municipal asset.

The property has also appreciated significantly in value, with the municipal valuation currently standing at approximately R15.2 million and an independent market valuation reflecting a value of approximately R33.2 million.

The proposed further extension of the lease agreement is informed by the need to secure long-term infrastructure sustainability, ensure continuity of SAPS service delivery and safeguard the substantial investments already made in the development of the facility.

To date, approximately R55 million has been invested in the construction of the Yeoville Police Station, with an additional R13 million allocated to upgrades and SAPS-specific requirements during the lease period. A further estimated R64 million is earmarked for continued improvements, including the reconfiguration of public spaces, upgraded parking facilities, mechanical and electrical systems, and ongoing maintenance works.

Failure to grant the proposed extension may impact on the ability of the investor to recover capital already invested in both completed and planned infrastructure works, potentially affecting project continuity and service delivery outcomes.

The project continues to deliver significant socio-economic benefits, including job creation where 461 temporary jobs were created during the initial construction phase, with 28 permanent positions established. The proposed expansion is expected to generate an additional 167 temporary and 13 permanent jobs. It also supports skills development through on-site training and apprenticeship programmes, with four local graduates currently participating in structured training initiatives. In addition, seven local service providers are engaged in delivering construction and maintenance-related services, supporting SMME participation and local economic inclusion.

The proposed lease extension is expected to deliver strengthened economic development through continued investment attraction and infrastructure expansion, enhanced municipal revenue generation through a long-term, value-optimised asset, promotion of inclusive economic transformation within the property and construction sectors, reduced municipal maintenance burden through private-sector-led infrastructure management, improved service delivery outcomes through upgraded and modernised SAPS facilities, and the long-term reversion of a fully upgraded asset to the City upon expiry of the lease.

The process is undertaken in accordance with the Municipal Finance Management Act (MFMA), the Municipal Asset Transfer Regulations (2008), and the City of Joburg Supply Chain Management Policy for Land. The required public participation process will ensure compliance with all statutory requirements, including stakeholder engagement, treasury consultations and public notification.

Following Council approval, JPC will proceed with a formal public participation process, inviting comments and representations from the public and relevant stakeholders. A comprehensive report will thereafter be submitted to Council for final consideration, including an assessment of the asset’s strategic value and socio-economic impact.
