The City of Johannesburg’s Department of Community Development, under the
leadership of the Member of the Mayoral Committee (MMC), Cllr Thapelo Amad, and
the Director of Library and Information Services, Ms. Nobuntu Mpendulo, conducted a
series of oversight visits across various library facilities this month.

These visits were
aimed at assessing progress on ongoing infrastructure projects and ensuring that the
City’s mandate to provide accessible, safe, and modern library services remains a top
priority.
While the City acknowledges that fiscal constraints present significant challenges, the
City remains steadfast in the commitment to delivering quality library infrastructure to
the communities.

Despite these budgetary pressures, substantial progress has been
made across several key projects.
Matholesville Library. The construction of the Matholesville Library is nearing
completion, with the building structure progressing well. Notably, furniture for the
facility has already been procured and is securely stored, ready for installation.

While
construction of retaining walls is currently underway, additional funding is required to
finalise essential safety features, including fire detection systems, fire door, and the
main entrance access ramp. The City is actively evaluating solutions to address this
R12 million funding gap to ensure full regulatory compliance.

Protea North Library. We are pleased to report that this project is 90% complete.
Recent achievements include the successful resolution of roof leaks, the installation of high-quality floor tiling and specialised flooring, the completion of essential plumbing and nd electrical works, and the replacement of the carport roof.

Ennerdale Extension 9 Library. Also at 90% completion, this facility has seen
significant upgrades, including comprehensive roof waterproofing, the installation of a new air conditioning system, and the installation of new ceilings in the children’s and study sections. Work is currently finalising in the adult section.

Kaalfontein Library. The City notes the challenges surrounding the Kaalfontein Library project, where construction is currently suspended at 72% physical progress.

2 year could not be allocated, which will unfortunately impact the original completion
timeline.

“Our commitment to the residents of Johannesburg is unwavering,” said MMC Cllr
Thapelo Amad.

“While we must navigate the reality of our current financial landscape
with prudence, we are dedicated to resolving these challenges and ensuring that our
library infrastructure serves as a source of pride and empowerment for all residents.”

The City will continue to keep the public informed as we work toward the completion
of these vital community assets.
