MINISTER SISISI TOLASHE CONVEYS CONDOLENCES TO FAMILY, FRIENDS AND COLLEAGUES OF THE LATE CDA MEMBER, MRS RACHEL MOTSEPE

Pretoria, 23 July 2025: The Minister of Social Development, Ms Sisisi Tolashe, expresses her heartfelt condolences to the family, friends, and colleagues of the late Central Drug Authority (CDA) member, Mrs Rachel Motsepe.

Mrs Motsepe was appointed in April 2021 to serve as a member and Deputy Chairperson of the CDA as well as Project Portfolio Committee member on Social Development

Mrs Motsepe is known for the extensive work in service to her community. 

 Amongst her accolades, she received the University of Johannesburg Recognition Award as the institution’s Community Engagement Champion as well as Honorary Rotary Club Membership by the Rotary Africa Magazine.    

Some of the organisations she worked for before her untimely death are the Women’s National Coalition as Project Coordinator, Vista University Centre for Cognitive Development where she worked as a Facilitator. She was a Programme Officer at the Christian Children’s International Fund and a Community Engagement Liaison Specialist at the University of Johannesburg. 

She also served as Academic Sociology Tutor at the University of Pretoria and a Senior Community Development Practitioner at SANCA, City of Tshwane Drug and Substance Abuse Pogramme.    

Established in terms of The Prevention for and Treatment of Substance Abuse Act 70 of 2008, the CDA is charged with the responsibility to advise and coordinate all functions related to demand, supply, distribution and control of illicit drug trafficking and substance abuse.  

It is mandated to plan, coordinate, oversee, monitor and evaluate the implementation of the National Drug Master Plan which is a five year strategy of the country to reduce the demand for, harm caused by and supply of, substances in the country. 

Minister Tolashe wishes the Motsepe family strength as they mourn the passing of their loved one.  

“On behalf of the Social Development family, I would like to take this opportunity to express our deepest condolences to the family, friends, and colleagues of the late CDA member, Mrs Rachel Motsepe. Her role in the CDA enabled a unique position for the Department of Social Development to work efficiently with law enforcement agencies, health and social partners and the community sector, to identify and address challenges of alcohol and substance abuse” said the Minister. 

Mrs Motsepe passed away after a short illness, having served with distinction. She will be laid to rest on Saturday, 26 July 2025. 

The service starts at 7h00-10h00 at her home address at 9761 Coffee crescent, The Orchards, Ext 85, Pretoria, and then to her final resting place at Zandfontein cemetery .
